Youth Custody – Youth Supervisor Training - Justice Institute of British Columbia

Youth Supervisors typically work for the Ministry of Children and Family Development - Youth Justice with youth in trouble with the law 'by providing security, supervision, and guidance.' Youth Supervisors are usually employed 'as auxiliary employees' working 'in youth custody centres throughout the province of BC and are expected to work a variety of shift patterns.' The Justice Institute of British Columbia (JIBC), in partnership with the Corrections and Community Justice Division (CCJD) provides a specially designed training program to prepare individuals for employment as youth supervisors. The Program 'is only available to those individuals who are successful in obtaining a conditional offer of employment from a youth custody centre.' There are 3 main centres to which prospective Youth Supervisors may apply, including Burnaby Youth Custody Services , Prince George Youth Custody Centre, and Victoria Youth Custody Services.

Prospective employees are screened using 5 criteria, including application, judgement examination, Correctional Officer Physical Abilities Test (COPAT), personal interview, and reference checks. The latter will include a complete criminal record check, and 'before a conditional offer of employment is made, applicants must be cleared for work with minors by way of an assessment under the Criminal Records Review Act.' Once an applicant obtains an offer of employment, he/she will qualify to start the Youth Supervisor training program.

The Program is comprised of 3 levels of training during which candidates 'will gain the skills and knowledge to carry out the duties of the job.' The Program's first level consists of 'two weeks of classroom training, focusing on security and communication skills.' The next level is also 2 weeks in duration and is comprised 'of centre-specific training on the units, working directly with offenders and learning from experienced staff members.' The final level is 8 days of classroom-based instruction concentrated on enhancing the knowledge and skills of learners 'by working through a series of offender awareness modules, as well as presenting a group project.'

In addition to having obtained 'a conditional offer of employment,' applicants for courses in the Program must also either possess 'a recognized high school diploma or GED with supplementary courses in human behaviour, plus five years of work experience (preferably with youth); or' have completed at least 'two years of study at a recognized college/university in a related field, plus three years of work experience (preferably with youth); or' have graduated from university, 'preferably in a related discipline (e.g. psychology, sociology, social work, child care, criminology), plus one year of work experience (preferably with youth).'

Candidates must also be a Canadian resident or have landed immigrant/permanent resident status, have a 'valid BC driver's license and driver's abstract,' have certification in 'Occupational First Aid Level One,' and 'have 'vision which meets the current standard for a Correctional Officer: uncorrected vision in either eye does not exceed 20/100.' The latter means that the applicant must be able to see, without lenses, 'at 20 feet what the person with normal vision can see at 100 feet.' Furthermore, all applicants must undergo a 'background check due to the nature of the work with minors. Background check will include CPIC and may include a CORNET search.' Individuals with a criminal record may find it difficult to obtain employment in this field.
