Bylaw Enforcement and Investigative Skills Certificate - Justice Institute of British Columbia

The Bylaw Enforcement and Investigative Skills program, offered at the Justice Institute of British Columbia's (JIBC's) Centre for Leadership and Community learning, consists of 2 levels of certification both of which are primarily designed for 'current bylaw enforcement officers; license, building, plumbing, electrical, and gas inspectors; and other local government employees responsible for the administration and enforcement of municipal bylaws.' To complete the Program, both levels of certification must be completed. However, individuals interested in a career as a Bylaw Enforcement Officer and/or who 'need to qualify for a competitive position' may enroll in individual courses without completing the entire Program.

The Program 'has been developed in consultation with experts in the bylaw enforcement field and is co-sponsored by the Justice Institute of BC and the Union of BC Municipalities,' and both certification levels are 'endorsed by the Bylaw Enforcement Officers and License Inspectors Association of BC, and the Municipal OfficersÆ Association of BC.' The Program has 'no application process,' and interested individuals can register by calling the Registration Office at (604) 528-5590, or by sending a completed Registration Form, available for download at the Bylaw Enforcement and Investigative Skills certificate website, to the 'JIBC Registration Office, 715 McBride Blvd. New Westminster, BC V3L 5T4.' Furthermore, participants who successfully complete both levels of certification will be eligible to receive 'credit for 5 days of electives towards the JIBC Police Academy 25-day Investigative and Enforcement Skills Certificate Program.'

Level I certification will equip learners 'with the knowledge and skills to enforce the relevant bylaws and to investigate, prepare, process, and prosecute cases pursuant to the applicable legislation.' Level I will also include a mock trial. To graduate, candidates must complete all required courses, participate in the trial, and 'successfully complete a written exam.' Upon graduations, participants will receive a Bylaw Enforcement and Investigative Skills Level I Certificate.

Level II certification is designed to ready learners to effectively 'investigate and prosecute cases pursuant to the applicable legislation.' Among the major topics to be covered in this second level are defusing potentially volatile situations, developing policies and procedures, drafting bylaws, and implementing risk management strategies. Upon successful completion of all the requirements of Level II, participants will be awarded a Bylaw Enforcement and Investigative Skills Level II Certificate.
