Position Status: Regular Full-Time Employment Group: Admin (Management) Nature and Scope of Work This is administrative and professional work in planning, organizing, managing and coordinating a range of human resources services that support all staff employees of the University. The Manager prepares and presents recommendations and implements policies or guidelines. This position reports to the AVP, Human Resources.
- Hires, trains, plans, organizes, assigns and reviews work of staff engaged in various Human Resources processes such as recruitment, promotion and transfer, training, classification, employee records. - Under the direction of the Vice President, Human Resources, interprets the staff Collective Agreement and University Human Resources policies to supervisors and employees. - Administers Human Resources policy/regulations and consults with administration and other senior staff to ensure uniform application throughout the University; investigates complaints, corrects violations and takes action to prevent future occurrences. - Serves as resource person to the University in the Human Resources field in presenting views and objectives within clearly defined limitations and keeping the University fully informed of progress in manpower utilization. - Develops and recommends changes in Human Resources procedures and prepares instructions and regulations relating to various phases and parts of the Human Resources pr
Experience and Qualifications
Required Knowledge, Skills & Abilities: - Familiarity with community University objectives and operations. - Considerable knowledge of the staff Collective Agreement. - Thorough knowledge of objectives, purposes, functions, policies and practices of Human Resources administration. - Thorough knowledge of contemporary practices for recruiting, screening, testing, and placing new employees, and the promotion, transfer and demotion of members of present staff. - Thorough knowledge of current practices in wage and salary administration, including job evaluation. - Working knowledge of human resource computer systems. - Considerable knowledge of current practices, methods and techniques for staff training and development, and ability to assess training needs. - Demonstrated ability to deal maturely with individuals at all levels. - Demonstrated ability to command respect of staff, administrative colleagues and union representatives. - Ability to express views, ideas and facts effectively orally and in writing. - Ability to plan and organize the necessary programs to guide and motivate staff, and gain acceptance and co-operation of staff. Required Qualifications & Experience - Completion of a Bachelor's Degree in Human Resources or Human Resource Management or related area. - A minimum of 3-5 years of experience in Human Resources management, supported by strong interpersonal and communication skills. - Previous exposure to an educational or public environment is highly desirable.
