He comments: "If the reports about Landis' tests are accurate, then it is highly likely that he has been caught doping. But the UCI (International Cycling Union) has one of the most forgiving anti-doping policies in sport, in that, after his positive tests, he still has an appeal process where he can make the claim that the drug was actually prescribed for medical purposes, even if he hasn't declared that in advance.
