On September 13, Prime Minister Stephen Harper nominated him to be Official Languages Commissioner. The reaction from Opposition parties and francophone groups was unanimously positive.

Previously he was a National Affairs Writer and weekly columnist for The Toronto Star, and Adjunct Research Professor at Carleton University. Born in Ottawa, he was educated at the University of Toronto where he received a B.A. in 1968 and an M.A. in history in 1973
