CCEPA Hosts Trust in Political Leadership Round Table Discussion

The topic of "Trust in Political Leadership" is the focus of a round table discussion being hosted by the Canadian Centre for Ethics and Public Affairs (CCEPA).

The event is being moderated by Art Donahoe, former speaker of the Nova Scotia Legislature and former Secretary of the Commonwealth Parliamentary Association. Other notable individuals will also be participating in this event like Raymond Larkin, Peter Nicholson, and Jane Purves.

The event will be held at 7:00 PM on November 17, 2005 in the Scotiabank Conference Theatre, Sobey Building, Saint Mary’s.

CCEPA, which is a joint initiative between Saint Mary’s and Atlantic School of Theology (AST), provides an arena for critical thinking, public discussion, and research into current ethical challenges in our society. Our platform is a collaborative one. We focus on building, connections across disciplines and communities. And we partner with the major shapers of public life - government, business, NGOs, and public service agencies.

The Centre joins the expertise of academics with the experience of community leaders and policy-makers to assist its partners as they seek to integrate ethics into their public practices and policies. CCEPA advances ethical practices and public affairs through five program areas: research, education, information brokering, consultation and training, public discussion and awareness.

The following are short bios on those involved:

Donahoe is a graduate of Saint Mary’s University and Dalhousie Law School, practiced law in Halifax and was active in numerous community organizations. He was a Member of the Nova Scotia Legislature from 1978-1992 and served as Speaker of the House from 1981-1991. Mr. Donahoe was the first Canadian selected to be Secretary General of the Commonwealth Parliamentary Association and lived and worked in London, England from 1992-2002. Since retiring and returning to live in Halifax, Mr. Donahoe has been an active member of the Board of the Canadian Centre for Ethics in Public Affairs.

Larkin is a senior partner in the regional labour law firm of Pink Breen Larkin. A member of both the Nova Scotia and New Brunswick Bar, he has practiced labour relations law for more than 25 years, regularly appearing before labour arbitration tribunals, labour relations boards and the courts on behalf of trade unions throughout Atlantic Canada. Ray is active in the legal profession, serving as President of the Nova Scotia Barristers’ Society from 2002 to 2003, and participating on numerous committees on behalf of the Barristers’ Society. He is a long time member of the Canadian Bar Association and the American Bar Association. Ray has been very active in the NDP, including service as both Provincial and Federal Vice-President at various times. He was the NDP candidate in the Halifax Federal riding in 1988. Ray had the pleasure of serving on the CBC radio information morning political panel for most of the 1980’s and early 1990’s. Ray frequently writes and speaks on matters related to labour law and the rights of employees. He has been active for many years in advocating reform of labour relations, employment standards and workers’ compensation legislation in the Atlantic region. He is on the part-time faculty of the Labour College of Canada and teaches the Atlantic region labour law course for the College. He is often engaged in labour education programs. After earning a Bachelor of Arts Degree, magna cum laude, from Saint Mary’s University in 1969, Ray completed his L.L. B. at Dalhousie University in 1976. Ray later attended the London School of Economics and Political Science, graduating with an L.L.M. with distinction, in 1986. Ray received is Queens Counsel designation in 1993.

Nicholson is Deputy Chief of Staff – Policy, Office of the Prime Minister. He earned a B.Sc. and M.Sc. in Physics from Dalhousie University and a Ph.D. (Operations Research) from Stanford University in 1969. Dr. Nicholson’s varied career has spanned academia, government and business. He was a member of the computer science faculty of the University of Minnesota (1969-73); served in a number of senior positions in the Government of Canada (1973-78; and 1994-95); held elected office in the Nova Scotia Legislature (1978-81); held senior executive positions in the fishing industry (1979-84), the Bank of Nova Scotia (1984-94); and BCE Inc. (1995-2002). Before joining the Prime Minister’s Office in December 2003, Dr. Nicholson was Special Advisor to the Secretary-General of the Organization for Economic Co-operation and Development in Paris (2002-03). He is a Member of the Order of Canada, awarded in recognition of his contribution to business through both the public and private sectors.

Purves accepted the position as Chief of Staff to Premier John Hamm in October 2004. Jane has held a wide variety of positions in media and politics. In 1999, she was elected as the Member of the Legislative Assembly of Nova Scotia representing the riding of Halifax Citadel. She was then appointed as a member of the Executive Council as Minister of Education and then as Minister of Health. She spent 20 years in the newspaper business in Halifax, first at the Chronicle-Herald where she was managing editor from 1991 to 1999, and then at the Daily News, where she became editor in 2003 until moving to the Premier’s Office.
